A 2000 word case study report setting out the implications of a proposal to develop housing on a brownfield site located. Your assessment of the site and report needs to identify the hazards, evaluate pollutant levels recorded in relation to appropriate standards and detail possible human and environmental health implications for the proposed residents. A recommendation should also be made which should go beyond a simple “can we grant planning permission or not” and should include option appraisal of the legislative controls and the technical options for remediating the site.

Site details:
This site was first occupied in 1930 and has been closed since 2003. It is envisaged that the site will be laid out with a housing density of 20-50 dwellings per hectare, with the remaining space set to outdoor play space and gardens. The case study area is 3.65 hectares with current hard standing and buildings currently occupy 2.55 hectares. Previous use of the site predominately focused on pharmaceutical production involving the use of a range of petroleum derivatives both within production and as solvents. Key areas to investigate on-site are:
• a range of oil drums and petroleum containers
• storage areas for other products
• the main production and research building
Details of Land and Hydrology
There is residential housing surrounding the site, together with a primary school approximately 500m away. There is only one major stream in the vicinity of the site. This connects to the River Blur drainage system which is classed as good under the UK’s WFD water quality standards (UK TAG, 2008). It is currently used for water abstraction in a nearby food production plant. An aquifer exists within the local sandstone which may be a source of locally abstracted private water supplies.
The site does not appear to be at risk from flooding and has a gradual slope toward the nearby stream. There is currently no protection against pollutants running off the site and straight into the local surface drainage system which directly discharges to the nearby stream. There are signs of stress in the vegetation on the embankment adjacent to the stream, with very little vegetative growth in the areas proximal to the petroleum tankers. Soil pH is approximately 6.9. Table 1 gives an overview of the concentrations of a range of pollutants recorded in soil samples collected in the case study area.
