This week you’ve gotten an idea about how a bill becomes a law. Sometimes it’s a quick process, while other times bills may not make it very far or may take a long time to pass. (There are currently almost 8000 bills or resolutions now before Congress).
This assignment is meant to get you to see a little bit more about the process of passing a law.
Go to the Govtrack.us website page for bills that have been made into law (Links to an external site.) for the current Congress. (Note: This is not a government website, you can also go to Congress.gov (Links to an external site.)). Click on a title of a law that interests you.
Create a summary of the goal of this law in your own words.
Use the following questions to summarize how your legislation got passed:
a. Who introduced the legislation? What party do they belong to?
b.When did it go to Committee? What Committees did it go to? How many Democrats or Republicans are on each Committee? (Check out the Committees link).
c. When did it pass the House? If the information is available, how many Democrats and Republicans voted for or against this legislation? How many didn’t vote (abstained)? (Check out the House Votes on Passage link on the bill overview page.)
d. When did it pass the Senate? If the information is available, how many Democrats and Republicans voted for or against this legislation? How many didn’t vote (abstained)?
e. When did the President sign it?

The bill H.R 1448 is the Puppies Assisting Wounded Servicemembers for
Veterans Therapy Act. The Act is to provide service dogs to veterans with mental illness. This Act will let a veteran with a mental illness help train dogs to
provide services. The Act makes the Department of Veterans Affairs have a
five-year program that gives trained dogs to veterans that fall under the
category of having some type of post-traumatic stress disorder (PTSD). The
kind of veterans that would be considered eligible for this program are veterans
that are enrolled in the Veterans Affairs health care system and also got a
recommendation from a mental health care provider. Veterans are also able to
adopt the dog that they are assigned to after the veteran helps the dog with the
training and if it is best for the veteran. The Veterans Affairs would need to keep
track and document the progress of the veteran that is helping and to see if it
not only helps the dogs but also if it helps the veteran as well. The Act also
allows for dogs to be with a veteran with a mental illness no matter if they have
a mobility impairment. The Government Accountability Office needs to be able
to brief Congress and provide a report about the program.
The Puppies Assisting Wounded Service members for Veterans Therapy
Act or PAWS for Veterans Therapy Act was first introduced by Steve Stivers, a
Republican who is a representative of Ohio and is the primary sponsor of this
Act. Steve Stivers introduced the Act on March first of this year. It was then
reported by the committee on Veterans’ Affairs on May twelve of this year. The
The act was also passed and agreed to on the same day and it got to the Senate on
August sixth and was also passed that same day. After it passed the Senate, the
Act was then presented to the president on August twentieth. The president
later signed the Act five days later and it became public law on August twenty-fifth of this year. There are currently three hundred seventeen cosponsors, but it
started with two hundred sixteen cosponsors. Out of the three hundred
seventeen cosponsors, there are a total of one hundred ninety-seven
Republicans and one hundred twenty Democrats. The Committees that played a
role in getting this Act to be law were the House Veterans’ Affairs and the
Senate Veterans’ Affairs and the Subcommittee that also played a role was the
House Veterans’ Affairs Subcommittee on Health.
In conclusion, the bill H.R. 1448 is the Puppies Assisting Wounded
Veterans Therapy Act also known as the PAWS for Veterans Therapy Act and
was introduced on March 1st, 2021, by Republican Steve Stivers. It started with
two hundred sixteen cosponsors but now there are three hundred seventeen.
The Act was passed through the House on May 12, 2021, then the Senate passed
it on August 6, 2021. The president then signed the bill on August 25, 2021. The
Committees that the bill had to pass through were the House Veterans’ Affairs
and the Senate Veterans’ Affairs. The Subcommittee is the House Veterans
Affairs subcommittee on Health.
